He studied at the Amsterdam Royal Academy of Arts and received instruction from George Pieter Westenberg and Jan Willem Pieneman. Initially he was engaged in landscape painting. During his stay in Deventer in the 1830s his focus shifted to the seascape, which became his main specialty. Meijer settled in Paris in 1841 and from 1848 in The Hague. His work includes coastal views, maritime scenes, and stormy seascapes. He participated in exhibitions in the Netherlands and France and received several honours. In addition to painting, he worked as a draughtsman, etcher, and lithographer. From 1854 Matthijs Maris was among his pupils. Within Dutch Romanticism, Meijer represents marine painting, in which the depiction of ships combines with attention to wave motion, atmospheric conditions and changing light effects. His activities in the Netherlands and France place his artistry within the exchange between the two art milieus in the mid-nineteenth century. Object description The painting shows shipping on a violently agitated sea under heavy cloud cover. On the left in the foreground is a rowboat with four figures. On the right a buoy drifts among the waves. A two-masted steamer with a smoking chimney dominates the middle plane. Smaller craft are depicted further away. The dark hull contrasts with the light foam of the wave crests. Gray and bluish-gray clouds slowly transition on the right into lighter, pink-tinged gray areas. Red and blue accents distinguish parts of the ships and the clothing of the figures. The signature is located in the water at the lower left. Technique and material analysis The work is executed in oil on a wooden panel. In the sky and water broad, curved and diagonal brushstrokes are recognizable. The white foam patches are applied in places with a paste-like impasto and stand out in relief above the surrounding paint. Masts, rigging and oars are drawn with fine lines; the figures consist of small, joined color strokes. The panel has chamfered edges on the back. Composition and form analysis The composition is built from successive spatial zones: the rowboat and waves in the foreground, the larger ship behind it, and smaller vessel silhouettes in the distance. Overlapping, scale differences and diminishing contrasts support the sense of depth. The masts form vertical accents against the curved wave crests and the slanted directions of rigging and oars. The dark concentration on the left and in the middle is balanced by the lighter sky on the right. White foam rims connect the different parts of the water surface. Stylistic and art-historical context The storm motif, strong tonal contrasts and emphasis on moving water place the work within Romantic marine painting. The detailed rendering of the ships is combined with freer brushwork in the sky and waves. The relatively small scale of the figures compared to the surrounding water enhances the emphasis on the weather conditions. Local fine craquelure is present. No retouchings are noticeable. The gilded frame shows localized wear to the protruding ornaments and profiles.
