Papal States – Certificate of Capital Yielding Debt of Public Debt – Rome, 1829 Interesting and rare original certificate of the Papal States, issued by the Cashier of Public Debt and dated August 2, 1829, during the pontificate of Pope Pius VIII. The document belongs to Series I – Free and is expressly qualified as: “Certificate of Capital Yielding Debt at the charge of the Public Debt Cashier” with an annual yield expressed in scudi, according to the monetary system then in force in the Papal States. The certificate is addressed to Abba (Abate) Francesco Valentini, recognized as a creditor of the State, as stated in the manuscript body of the document. The issue is linked to a preceding act of July 29, 1829. Particularly interesting is the indication of the place of issue: “From the Palazzo di Monte Citorio this day 2 August 1829” direct testimony of the Pontifical financial administration in Rome in the first half of the nineteenth century. A financial title of the Papal States Before Italian unification, the State of the Church had its own financial organization and a Public Debt system through which credits held against the State were recognized and administered. This certificate documented a capital yield, i.e., a productive credit generating an annual income. The document also provided precise formalities for possible transfers, translations, substitutions, or cancellations of encumbrances, which had to be registered with the General Secretariat of the Debt Management to have effect against the State. These elements make the title a significant testimony to the operation of Pontifical public finance before the birth of the Kingdom of Italy. Historical context: Rome in 1829 The year 1829 marks a particularly interesting moment in pontifical history. The document was issued during the short pontificate of Pius VIII, elected March 31, 1829 and Pope until his death in November 1830. We are thus more than thirty years before the proclamation of the Kingdom of Italy and more than forty years before the Capture of Rome in 1870: the Papal States still constituted a sovereign political entity, with its own administration, taxation, currency, and public debt system. Characteristics of the document At the top, the clearly legible inscription “STATO PONTIFICIO,” is surmounted by the Papal emblem with the tiara and keys of St. Peter. The certificate retains numerous original features of great collectible charm: handwritten fillings, numbering, signatures of officials, administrative registrations, and the evocative red oval stamp “LIBERA.” There is also a later marking “CONSOLIDATO ROMANO – 1840,” an element of particular interest because it testifies to the subsequent administrative management of the title and enriches its documentary history. The overall combination of typography, handwritten parts and stamps makes the certificate an important physical testimony of the finances of the Papal States in the 19th century.
